Thiruvananthapuram : The medical bill passed by the government to regularize the admissions in Kannur, Karuna private medical colleges was handed over to the governor by law secretary today. However, the CM’s office had claimed that they had handed over the bill to the governor last day. But the bill was lying in the legal department of the secretariat. The bill was handed over to the governor directly at Raj Bhavan by the law secretary. The medical bill is hanging in balance and the Governor has the possibility to either reject or give assent to the bill. It still remains unclear why the chief minister’s office confirmed to have handed over the bill yesterday itself. A bill passed by the Assembly has to get the assent of the Governor before it becomes an Act.
As per the rules, the bill promulgated by the government should be sent to the governor. The government cannot hold the bill that was unanimously approved by the assembly. The governor can either approve the bill or send it back asking for an explanation from the government .
